The surrounding passage

Isaiah 40:29–31, King James Version

29He giveth power to the faint; and to them that have no might he increaseth strength.

30Even the youths shall faint and be weary, and the young men shall utterly fall:

31But they that wait upon the LORD shall renew their strength; they shall mount up with wings as eagles; they shall run, and not be weary; and they shall walk, and not faint.

Context

Isaiah 40 begins a new major section of the book, opening with words of comfort for God's people (40:1). The chapter contrasts the everlasting, all-powerful Creator with idols and with human weakness: even the young grow tired, but God never does (40:28–30). This verse closes the chapter with the promise of renewed strength for those who wait on him.
